What's the purpose of doing a PSI

People are getting confused as why do a PSI?
I thought it's really important to understand that the site history. some historical activities may result land or groundwater contamination.
Another wrong impression: anyone can do the PSI.
would you be interested to tell me if this is right or wrong?

would you be interested to tell me if this is right or wrong? I agree: the PSI is really important. Anyone can do it unless they are trained. I would think at least two-training that'll make graduates to understand why to do it. I have also found some graduates, and even some experienced persons (two to three year experience) they thought they can do PSI, but they couldn't do well. It's not only about writing a PSI report, it's about how to write the report, and what's the key in PSI report. Nowadays, so many environmental consulting firms: a couple of people, you can call as an environmental consulting firm. This is so wrong. I would suggest to well regulate on this industry.
